By 1885, the need for the formation of an all-India level political organisation had become an objective necessity. The aim was to lay down certain basic tasks and o0bjectieves .

The attempt launched at the initiative of Allan Octavian Hume succeeded on a permanent basis when, in December 1885 . the Indian National Congress (INC) was established.  A.O. Hume was an ex-ICS officer, dominated the INC till 1892 as its General Secretary.

 

Safety – Valve Theory:

A fiction to portray Hume as a British patriot who wanted to save the British Empire from an impending crisis was created by a friendly biographer William Wedderburn, another ex- civil servant. The biography of Hume was published in 1913.

 

The INC met for the first time on December 28, 1885 in the hallof Gokuldas Tejpal Sanskrit College, Bombay. W.C. Banerjee was the first elected president of INC.

The second session of the INC met at Calcutta in December 1886, under the presidentship of Dada Bhai Naoroji.
